Brief on CELPAC and CLAC
Brief on CLAC:
Since 1985,
the
Organisation Internationale de la Francophonie (OIF), formerly known as the
Agence de Coopération Culturelle et Technique (ACCT),
has set up
305
‘Centre de Lecture et d’Animation Culturelle’ (CLAC) in 23 countries in
sub-Saharan
Africa,
the Indian Ocean,
the Caribbean and
the Middle East
for the benefit of
3 million
users per
year.
The Ministry of Arts and Culture signed two conventions with the OIF, in the year 1997 and 2009 respectively, to set up a network of CLAC in Mauritius with a view to provide library facilities, promote cultural activities and
sensitise the population on a wide array of topics and themes of common interest. The cultural activities include conferences, theatrical and musical performances, training sessions in drawing and painting as well as workshops on literacy, slam and storytelling.
In Mauritius, the CLAC project which started in 1994 has now a network of
17 units which operate under the aegis of the Ministry of Arts and Culture.
Developed
primarily in
rural areas, CLACs offer
better access
to knowledge, information
and entertainment
to local communities. They are at the service of nation and contribute greatly in nation building and in the
consolidation of
unity, multiculturalism, and develop sharing among the nation. There are 6 CLAC in Rodrigues island and they are managed by the CELPAC Unit of Rodrigues.
Aims and Objectives of the CLAC:
(1) To encourage and promote reading through artistic, cultural and educational activities.
(2) To provide facilities for the development of the rural community in the field of education, health, technology, literature etc.
(3) To promote local cultural values through cultural and literary activities.
Functions of CLAC:
The CLAC shall have such functions as are necessary to attain its objects most effectively and shall in particular-
a)
Lend reading and audio visual materials to the public.
b)
Open regional centers in Mauritius and Rodrigues.
c)
Organize educational games.
d)
Organize artistic, cultural and educational activities.
e)
Organize lectures, seminars and conferences in the artistic, cultural and educational fields.
f)
Initiate and promote co-operation with relevant stakeholders.
g)
Work in close collaboration with the organization Internationale de la Francophonie.
h)
Co-operate and establish links with other institutions having wholly or partly similar to those of CLAC.
The services offered in our 17 CLACs are:

Free subscription to members of the public as from 3 years and above.
ý
Lending of books and magazines.
ý
Educational games are available in all CLACs and can be played with on the spot.
ý
Reference services and projection of films and cartoons
ý
Workshops on storytelling, paintings etc.
Registration:
Registration at CLAC is free of charge and is open to members of the public as from the age of 3 years old. Documents required for registration are:
1.
National Identity card and student pass. Application must be filled by parents for those who are under 18 years old.
2.
Proof of Address: (Utility bills:
Telecom).
Collection:
The CLAC responds to the literary needs of the inhabitants of the rural communities. Each CLAC is equipped with a collection of more than 3,000 books comprising General Sciences, Religion, Philosophy, Arts, Mauritianna, dictionaries, reference materials along with newspapers and magazines. Apart from providing reading facilities, the CLAC offer a large variety of educational games such as “Des Chiffres et des Lettres, Domino, Monopoly, Scrabble, etc. and DVD, CD for the sound intellectual development of subscribers. These items are for internal use only.
Cultural Activities:
The CLAC are very active in the promotion of artistic, educational and cultural activities. The activities go in line with the new government policy and the mission of the Ministry.
Some examples are:
1. Intercultural activities – to inculcate multiculturalism, culture of sharing and unity.
2. National Day - for nation building
3. Workshops on storytelling, slam, drawing, drama to promote development and
initiate CLAC users to new endeavours
4. Journée Internationale de la Francophonie to promote and share cultural values
5. World Book Day – to promote and develop a reading culture among the public
7. La Fête du Pain to reveal the different aspects of breads and encourage sharing of cultural and traditional dishes
8. Music & Dance Day to share the different styles of music and cultural dances
9. Organise
Talks, Debates and Sensitisation campaigns and on Ethics, Culture, Moral Values and social evils to produce better individual in the society.

Coordination Unit:
The « Centre de Lecture Publique et d’Animation Culturelle » (CELPAC) is the administrative unit of the CLAC network. It is governed by the CELPAC Act of 2009. The Unit operates from
08h45 to 16h00 on week days only. The present arrangement in terms of personnel at the CELPAC is as follows:
